What will Regional Councils do?
The Regional Councils will lead the LSC’s regional and local presence, its providers and key regional and local partners in order to deliver the LSC’s agenda. They will be the LSC’s guiding voices, translating national and regional strategy into practice and effectively investing the LSC's budget over the next 2-3 years.
Regional Councils will make the learning and skills market work more effectively by securing learner and employer participation. They will also play an important role in wider economic regeneration strategies, forging strong and effective partnerships with key regional partners and stakeholders; and securing strong links between jobs, training and skills. In London, the Regional Council will need to work effectively with the London Skills and Employment Board to ensure alignment of strategies for adults to improve workforce skills and reduce worklessness.
Regional Councils will challenge, support and hold to account the LSC Regional Director and their team, ensuring the delivery of objectives, agreeing key strategic plans and decisions proposed by the Executive team and reviewing their implementation. This includes plans for the effective delivery of learning provision for 14-19 yr olds, Apprenticeships and services for adults and employers, such as Train to Gain and helping to shape a system that responds directly to the demands of employers and individuals. Regional Councils will also be involved in decisions relating to the mergers of institutions and ‘competitions’ to bring new and innovative provision into the market.
Overall, the Regional Councils will each oversee a large investment of public money including the approval of a substantial amount of capital investment in the FE estate; and monitor the impact of that investment.
